Civil Rights — Title VI
NMCOG and the NMMPO uphold and fully comply with Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, and related federal and state statutes and regulations. Title VI prohibits discrimination in federally assisted programs and requires that no person in the United States of America shall, on the grounds of race, color or national origin, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity receiving federal assistance.
2022 Title VI report was endorsed by the MPO in March 2023 and revised in December 2023. This document provides information and analysis of transportation policies and services necessary to measure the Northern Middlesex Metropolitan Planning Organization’s (NMMPO) compliance with Title VI of the 1964 Civil Rights Act (42 U.S.C. 2000d) and US Department of Transportation (DOT)s implementing regulations

NMCOG and the NMMPO assures compliance with Title VI and related federal and state civil rights laws prohibiting discrimination based on sex (Section 162 (a) of the Federal-Aid Highway Act of 1973 (23 USC 324), age (Age Discrimination Act of 1975) , and/or disability (Section 504 of the Rehabilitation Act of 1973/Americans With Disabilities Act of 1990). Individuals who feel they have been discriminated against in violation of Title VI must file a complaint within 180 days with the NMCOG and NMMPO Title VI Nondiscrimination Specialist.
Massachusetts law also prohibits discrimination based on race, color and/or national origin. NMCOG upholds the Massachusetts Public Accommodation Law, M.G.L. c 272 §§92a, 98, 98a, and the Governor’s Executive Order 526, section 4 which provide that access to programs, services and benefits be provided without regard to religious creed, sexual orientation, gender identity, veteran's status and/or ancestry, along with the bases previously referenced.
NMCOG and the NMMPO hold meetings in locations accessible to people with disabilities and provides reasonable accommodations and/or language assistance free of charge upon request, as available. NMCOG and the NMMPO also provide reasonable accommodation or language assistance, including alternative formats such as Braille and large print.
