Welcome to the Northern Middlesex Council of Governments (NMCOG)
Website. Formed in 1963 by the enabling legislation of Chapter 40B of the
Massachusetts General Laws, NMCOG is designated as one of thirteen Regional Planning
Agencies (RPA) in the Commonwealth. NMCOG serves as a public agency
governed by a policy board made up of local elected officials from the City of Lowell Massachusetts and eight surrounding towns
including Billerica, Chelmsford, Dracut, Dunstable, Pepperell, Tewksbury,
Tyngsborough, and Westford. This region encompasses the Northern section
of Middlesex County, Massachusetts.

Our purpose is to provide comprehensive regional planning services to our member communities in such areas as transportation, economic development, land use, housing, geographic information system services, open space plans, and much more. Our goal is to study the Northern Middlesex region and make recommendations that will improve all aspects of life for our nine member communities.
