Our Services
NMCOG works with the communities of the Greater Lowell region to support and enhance a wide range of planning objectives related to land use, environmental protection, energy, economic development, housing, municipal service delivery, regional collaboration, and transportation. NMCOG's professional planners assist member communities in designing, facilitating, and implementing community development programs and planning initiatives that further the interests of the overall region.

Historic Preservation
NMCOG helps communities across our region uplift their unique histories and heritage, specifically at the intersection of tourism and small business development, climate resilience, and housing. In addition to our project-based work, NMCOG is responsible for overseeing the historic commission appeals for communities in our region under M.G.L. Ch. 40C.

Land Use & Natural Resources
NMCOG provides support and assistance to communities in the area of energy and environmental planning. Our goal is to increase the capacity of municipalities to deal with new and emerging energy and environmental issues by fostering regional cooperation and coordination and reducing costs for municipalities.

Our regional planning programs include land use planning, hazard mitigation, housing, emergency management, sustainability and growth management.

The local transportation planning process is carried out under the authority of the Northern Middlesex Metropolitan Planning Organization (NMMPO).
