The Greater Lowell Bicycle & Pedestrian Plan (GLBPP) is a collaborative effort to improve walking and biking infrastructure across our region. The project kicked off in February, 2025 and will conclude with a final report in the winter of 2026, followed by the development of conceptual plans for one or two priority links in the spring of 2026.
Visit the project page for details and opportunities to engage.
The Greater Lowell Regional Safety Toolkit (GLRST) is being developed as part of the Greater Lowell Vision Zero Plan. Led by the Northern Middlesex Council of Governments (NMCOG), the Toolkit will support municipalities in advancing roadway safety and reducing traffic-related fatalities and serious injuries by providing practical resources such as data and benchmarking methods, design strategies, planning and policy guidance, communication and outreach tools, funding navigation resources, and a decision matrix for countermeasures.
