4.       Status Report on Transportation Improvement Program (TIP) Projects Under Design and Construction

5.       Action Item to Release Federal Fiscal Year (FFY) 2024-2028 NMMPO TIP Amendment #3 for public comment (Vote Required)
MassDOT staff will describe need for amendment to Project 609035 in Westford due to increased project cost.

6.       FFY 2025-2029 TIP Draft (Vote to Release for Public Comment)
MPO staff will present draft document for discussion and a vote.

7.       MassDOT’s Long Range Transportation Plan “Beyond Mobility”

MassDOT staff will present the next draft long-range plan which is open for public comment through May 5th.

8.       MassDOT FFY 2025-2029 Capital Improvement Plan (CIP) Development
MassDOT staff will present the FFY 2025-2029 CIP Development

9.       FFY 2025 Unified Planning Work Program (UPWP) Development
MPO staff will present the FFY2025 UPWP Preferred Task List for discussion.

10.   NMMPO Federal Certification Review and Letter
Federal Partners and staff will provide a status update and report on next steps.

11.   Other Business not known at the time of posting of this agenda.

Directions and Parking

Transit Directions

The closest LRTA Bus Stop is Tsongas Arena (French St.). Additionally, the NMCOG office is about a 25 minute walk from the Lowell MBTA Commuter Rail Station.

Driving Directions

From all points: Take U.S. Route 3 or Interstate 495 to the Lowell Connector. Follow the Lowell Connector to Thorndike Street North (Exit 5B). Thorndike Street continues onto Dutton Street. At the end of Dutton Street, continue with a slight left to Arcand Street. Turn left on Father Morrissette Boulevard and turn right on Suffolk Street. NMCOG is located on the left at 672 Suffolk Street.

Parking

Wannalancit Mills Visitor Parking is available off of Suffolk Street across the street from the 660 Suffolk Street security office. (In map apps, enter 629 Suffolk Street, Lowell, MA).

There are also metered parking spaces for visitors directly in front of the office entrance on Suffolk Street.
