NMMPO Monthly Meeting

NOTICE OF MEETING

The Northern Middlesex Metropolitan Planning Organization (NMMPO) invites the public to participate in its next meeting on May 28, 2025 at 2:00 PM, to be held virtually via Zoom and in person at the Northern Middlesex Council of Governments office at 672 Suffolk Street Suite 100, Lowell, MA 02154.

This event is a both a business meeting for the NMMPO as well as part of the NMMPO’s efforts to engage the community in the transportation planning process. For assistance connecting to the meeting, please contact our office at (978) 454-8021. The agenda will be posted prior to the meeting. 

Event Format and Activities
The meeting will include the following activities and presentations:

  1. Presentation(s):

    • A PowerPoint presentation of all agenda items, summarizing key findings, presentation materials, charts, and maps as relate to the agenda.

    • A verbal presentation of each agenda item by MPO Board members, MPO staff, or invited guests.

  2. Public Comment Opportunity:

    • Participants will have the opportunity to provide input at the beginning of the meeting during the public comment period, and potentially during individual agenda items as facilitated by the meeting chair.

  3. Technology Used:

    • Presentations will include the use of the Zoom platform for remote participation with live captions interpreted by voice recognition software.

    • Participants may call in to participate via voice by calling

    • Materials will be projected on screens, with alternative formats available upon request (e.g., large print or electronic formats).

Language Access and Accessibility
The NMMPO is committed to providing accommodations to ensure full participation in the planning process.

  • Translation and Interpretation Services:
    Materials will be available in the NMMPO safe harbor languages (Spanish, Portuguese, Vietnamese, Khmer, Chinese, Arabic, and Gujarati) upon request, and interpretation services will be provided in Spanish, Portuguese, Vietnamese, Khmer, Chinese, Arabic, and Gujarati upon request.

The Northern Middlesex Council of Governments (NMCOG)

You're Invited! Help Shape the Greater Boston Climate Action Plan

The Northern Middlesex Council of Governments (NMCOG) is working with regional partners to develop the Greater Boston Climate Action Plan (GBCAP)—a 10-year roadmap for reducing carbon emissions, improving air quality, and strengthening community resilience.

We need your input to ensure the plan reflects local priorities and community needs. Join us for a 1.5-hour interactive workshop where you’ll learn about the GBCAP and help shape policies and investments in:

🌿 Agriculture & Working Lands – Sustainable farming, land conservation, and climate-smart agriculture
🏢 Buildings – Energy efficiency, electrification, and emissions reduction strategies
🏭 Industry – Clean manufacturing, pollution reduction, and innovative low-carbon technologies
🚆 Transportation & Mobility – Expanding transit, advancing EV adoption, and improving walkability and bike infrastructure
♻️ Waste Reduction & Circular Economy – Recycling, composting, and sustainable materials management

Who Should Attend?

We welcome participation from:

  • Sustainability, energy, and planning boards & committees

  • Community-based organizations (CBOs) working on environmental, equity, and health issues

  • Business owners, industry representatives, and clean energy advocates

2025 Greater Lowell Economic Summit

NMCOG has opened registration for the 2025 Greater Lowell Economic Summit! We invite all who live, work, or are a stakeholder in the NMCOG region to join and learn about opportunities, share your priorities, and network with peers across the region.

Date: Thursday, March 20
Time: Choose one or more sessions taking place from 8am – 7pm

Place: UKG at Crosspoint Towers (900 Chelmsford St, Lowell)

The summit consists of three two-hour sessions on critical topics, a networking lunch, an outdoor walking tour, and a "happy hour" discussion on regional collaboration. Attend as few or as many sessions as you'd like̶—each one is self-contained. 4. MassDOT CY25 Safety Performance Measure Update (Vote Required)

MassDOT staff will present the updated statewide targets for Performance Measure 1 (PM1);

MPO staff will provide updated local data. Action item to endorse.

5.Transportation Evaluation Criteria (TEC) Update (Vote Required)

MPO staff will present a proposed update to the Transportation Evaluation Criteria (TEC), which is used to score projects for the Transportation Improvement Program. The TEC is being updated to reflect the goals set forth in Envision 2050: the long-range transportation plan, and to comply with Federal Certification Requirements. Action item to release for 21-day public comment period.

6. NMMPO Memorandum of Understanding (Vote Required)

MPO staff will present an updated draft NMMPO Memorandum of Understanding. The current NMMPO MOU expires at the end of March, and several updates are needed to meet Federal standards and reflect how staff, the NMMPO, and partner agencies work together and make decisions. Action item to release for 30-day public comment period.

7. Public Participation Plan (Vote Required)

MPO staff will present the draft update to the agency’s Public Participation Plan. Action item to release for 45-day public comment period.

8. FFY2025-2029 Transportation Improvement Program (Votes Required)

  • •Amendment #1: Lowell-Bridge Preservation Project (RAISE) (Project S13124). Staff will present any comments received during the 21-day public comment period. Action item to endorse.

  • •Amendment #2: Burlington to Tyngsborough – Pavement Preservation on Route 3 (Project 610719). MPO staff will provide a summary of the proposed amendment to this statewide project. Action item to release for public comment.

  • •Adjustment #2: Lowell-Rourke Bridge Replacement (Project 607887). Staff will present an overview of Adjustment #2 to the FFY2025-2029 TIP, which will adjust the TIP to align with an amendment to the FFY2024-2028 TIP made after the adoption of the FFY2025-2029 TIP.

9. FFY2025 Unified Planning Work Program Amendment #2 (Vote Required)

MPO staff will propose an amendment to the FFY 2025 Unified Planning Work Program, which will change the focus of Task 5.2, Route 129 Corridor Study (Billerica/Chelmsford). Action item to release for public comment.

10. NMMPO Region Projects for MassDOT Resilience Improvement Plan (Vote Required)

Staff will present the list of priority resilience projects to be considered for inclusion in MassDOT’s Resilience Improvement Plan. Action item to endorse.

11. Presentation of the FFY 2026-2030 TIP and FFY 2026 UPWP Timelines

At Home in Greater Lowell Fall Summit: Ideas to Action

Save the Date for Ideas to Action: the At Home in Greater Lowell Fall Summit!

NMCOG is excited to announce a region-wide meeting on November 7 to bring together local and state elected and appointed officials, business leaders, housing and social service experts, and anyone working or living in the Greater Lowell region who wants to help solve the region's housing challenges. This summit will include the results of the year-long process to create a housing strategy for the Greater Lowell region and a discussion about working together on the next steps.

Networking at 5:30 pm, program begins at 6:00 pm. Stay tuned for details including location, speakers, and agenda.

6.      EV Buses on Regional Bridges and Roadways

MPO staff will present the study as funded by the FFY 2024 UPWP and for which the MPO approved an amended scope of work in June.

7.      NMCOG Website Scope of Work

MPO staff will present a scope of work related to transitioning the NMCOG website to a Content Management Systems-based service provider to begin in FFY 2025 under Task 2.2, “Transportation Equity Program” of the FFY 2025 UPWP.

8.      Bicycle and Pedestrian Plan Scope of Work

MPO staff will present a scope of work related to creating a region-wide bicycle and pedestrian plan under Task 3.9, “Bicycle and Pedestrian Planning” of the FFY 2024 UPWP and Task 6.1 “Active Transportation and Complete Streets” of the FFY 2025 UPWP.

9.      Public Participation Plan Scope of Work

MPO staff will present the scope of work as funded by the FFY 2024 and 2025 UPWP. Per Federal Certification Review, the NMMPO must update its Public Participation Plan by the end of April, 2025.

10.  Federal Fiscal Year (FFY) 2024 Unified Planning Work Program (UPWP) Close Out and Adjustment 2

Staff will summarize work and deliverables completed in FFY 2024, how this work relates to the NMMPO Federal Certification Review, and share information about an FFY 2024 adjustment as well as amendments anticipated in October of 2025.
