NMCOG Council
The Northern Middlesex Council of Governments conducts monthly Council meetings where the organization discusses current activities and makes decisions on NMCOG activities. The most recent meeting materials and approved minutes are available below. The NMCOG Council meets every third Wednesday of each month at the NMCOG offices in Suite 100, 672 Suffolk Street, in Lowell.
NMCOG Strategic Plan
In January 2025, the NMCOG Council voted unanimously to adopt the 2025-2028 Strategic Plan. The plan provides a review of the organization’s mission, values, and guides the next three to five years of the organization’s work and growth.

The plan was developed following a more than year-long effort with participation from the Council, municipal staff, local leaders, and NMCOG staff, and most notably a Strategic Planning Committee to direct the planning process according to an established workplan. View the workplan here.
