About NMCOG Technical Assistance
NMCOG provides technical assistance to its nine member communities through the agency's transportation program, under the District Local Technical Assistance (DLTA) program, and through other state, regional and local contracts and programs. NMCOG also provides assistance in field collection and analysis, parcel mapping, aerial imagery acquisition, and other GIS-related services through the Data and GIS program.
Call for District Local Technical Assistance (DLTA) Proposals

The Northern Middlesex Council of Governments (NMCOG) invites you to submit proposals for work for NMCOG to undertake in 2026 under the District Local Technical Assistance (DLTA) program. Municipalities can submit proposals for community-specific projects and for multi-community projects. This call specifies eligibility and priority criteria for the DLTA 2026 program.
The Executive Office of Housing and Livable Communities (EOHLC), authorized by Chapter 9 of the Acts of 2025, Acct. #1599 – 0026, made $190,701 available to NMCOG. NMCOG is providing a required cash match of 5% for a total of $200,236 of DLTA funds for 2026. This funding will support selected projects proposed by this call, region-wide initiatives that meet priority criteria and benefit all nine communities, and, if funding is leftover, additional projects proposed in 2026.

Technical Assistance Program for 2026
Submit a proposal of any type at any time to discuss opportunities for funding with NMCOG staff.
NMCOG's work is funded through a variety of sources: state and federal funding, community assessments, and grant programs. This includes, but is not limited to:
- Grant Assistance Program (GAP) funding provided by the Executive Office of Housing and Livable Communities,
- District Local Technical Assistance (DLTA) funding provided by the Executive Office of Housing and Livable Communities, and
- Unified Planning Work Program (UPWP) funding provided by a combination of state and federal transportation sources.
Municipal partners may have project ideas that emerge at any time that might fit any one of these funding sources. Therefore, communities may propose technical assistance projects of any type throughout the year. When NMCOG receives a proposal, it will work with that community to determine appropriate funding sources, which may include state or federal grants and other sources. If a community is unsure if a project fits any particular funding source, NMCOG encourages that community to submit a proposal.
We will work with project contacts to evaluate each idea's alignment with these funding sources' priorities, develop a scope of work for selected projects, and outline a schedule that meets the requirements of a particular funding source and applicable compliance deadlines for a community.
