Unified Planning Work Program
The Unified Planning Work Program (UPWP) describes all the federally funded transportation planning projects and activities to be undertaken by the Northern Middlesex Metropolitan Planning Organization (NMMPO). Developed annually, the UPWP is prepared in accordance with the provisions of the Fixing Americas Surface Transportation Act (FAST). Federal Highway Administration (FHWA) and Federal Transit Authority (FTA) funding are the primary funding sources for most projects outlined in the document.
The UPWP provides a means to coordinate many different planning activities, in order to address transportation planning concerns through a comprehensive planning program. It supports the “3-C” Process: comprehensive, cooperative, continuing transportation planning.

On November 29, 2017, the NMMPO adjusted the FFY 2018 UPWP to reflect minor changes in available FTA 5303 funding. The adjusted UPWP and a summary of adjustment 1 can be accessed below.
On May 23, 2018, the NMMPO voted to endorse the FFY 2019 UPWP. This document goes into effect on October 1, 2018.

The NMMPO holds meetings throughout the year to carry out the transportation planning process.
