NMCOG is currently working with the City
of Lowell to develop a Neighborhood Master Plan for Middlesex Village. The
project is funded through the Commonwealth's District Local Technical Assistance
(DLTA) program, under a contract between NMCOG and the Massachusetts Department
of Housing and Community Development (DHCD). The Master Plan is intended
to complement a transportation study of the area that will be completed by NMCOG
using federal High Priority Project funds. These funds were earmarked in a
prior transportation authorization bill by former Congressman Marty Meehan, and
NMCOG is in the process of establishing a contract with MassDOT, in order to
access the funds and retain a consultant.
The Middlesex Village Master Plan will focus on land use in the area and will
make recommendations to improve the neighborhood. These recommendations
may include changes in the land use regulations if it is determined that such
changes will benefit the neighborhood, the business community, and the City
overall. In addition the Master Plan will identify general issues of
concern to the neighborhood, as well as opportunites for improving the quality
of life for neighborhood residents and for addressing the needs of the local
business community. The study will build off the City's 2003 Comprehensive
Master Plan and the 2004 city-wide rezoning project.
Presently the Middlesex Village neighborhood contains a mix of residential, commercial, and industrial uses. There are also sensitive environmental resources within the area, including the Merrimack River and Black Brook. These resources need to be thoughtfully considered in the formulation of planning and development goals and recommendations. By coordinating the work completed through this master planning effort with the transportation study, a comprehensive plan for the neighborhood can be developed to guide local, regional, and state officials so that they may make well-informed decisions in the future that balance economic development considerations with quality of life concerns.
